FortiManager VM runs the same management platform on your hypervisor or in your cloud account, licensed from a base tier up to unlimited devices. Performance is hardware-dependent, so it needs real resources allocated rather than leftover capacity.

The caveat that catches people: performance is hardware-dependent, so an under-provisioned FortiManager VM is simply a slow FortiManager, and the symptom is policy pushes that take minutes instead of seconds. Allocate it real vCPU and memory rather than leftover capacity, and prefer it where you already operate a virtualisation platform properly.
